KNOW Session – The FCC’s Reassigned Numbers Database (RND) Driving Consumer Protection

The FCC’s Reassigned Numbers Database (RND) was established in Order FCC 18-177, to address the problem of unwanted calls to consumers with numbers reassigned from a previous consumer by establishing a single, comprehensive Reassigned Numbers Database (RND).  Checking the RND allows Callers and/or their Agents to determine whether a telephone number has been permanently disconnected from the consumer they intend to reach to avoid calling wrong numbers.

The query of the database is made up of the Telephone Number (TN) and the last date of consent the Caller established to contact the consumer, and the query results will be either YES, NO, or No Data.  A YES result means the TN has either been disconnected or potentially re-assigned to a different customer after the date of consent the user provides in the query.   A NO result means the number has not been disconnected or reassigned to a new customer after the date of consent, OR the number has not been reported to the RND as disconnected if the Date of Consent provided is on or after January 27, 2021.

Any entity or enterprise that calls or texts, for things like appointment reminders, service renewals, debt collection, customer service notifications, and value-added service offers, should use the RND.
“Callers” using the RND can query the database to identify if a Telephone number has been disconnected since the date of consent and will help ensure contacting the correct customer.
“Caller Agents” using the RND, acting like third-party contractors, can scrub calling lists on behalf of their client companies.

Using the RND can also provide callers with safe harbor from potential Telephone Consumer Protection Act (TCPA) liability as well as a tool to abide by CFPB debt collection rules.
Using the RND will allow you to make queries of Telephone Numbers to ensure the TN is still in service for those customers you have Consent to call/text.

Beth Sprague currently serves as the Director of Reassigned Number Database (RND) Administration for Somos Gov. In her current role, she is responsible for ensuring service providers can report their disconnected telephone numbers in accordance with the FCC mandate, as well as managing the continued operation and evolution of the database, all while protecting consumers from receiving unwanted texts and calls. Prior to Somos Gov, Beth worked for NANPA where she was instrumental in improving numbering best practices to extend the life of the NANP to benefit the telecommunications industry and ensuring the supply of telephone numbers in North America
